Synopsis
Coming of age of a boy, Miguel, in the city of Tacloban devastated by a terrible typhoon. Wandering amongst desperate people, soldiers, criminals and animalson the run, the boy escapes from his interior prisons and the presence of the dominant female figures of his life (his mother and his girlfriend). In the chaos of the emergency, the complexity of Filipino society is shown, between religious fanaticism and pop-television culture.

Biography
Carlo Francisco Manatad is a film director and editor from the Philippines. He graduated from the Philippine Film Institute and his short films have been presented at many national and international film festivals: Junilyn Has was selected in 2015 for the Locarno Festival in the Pardi of Tomorrow Competition, Jodilerks Dela Cruz, Employee of the Month in 2017 in competition in the Semaine de la Critique, Cannes and The Imminent Immanent in 2018 in competition at the Toronto Film Festival. He works as an editor with many contemporary Filipino directors and has been a guest of the Asian Film Academy, Berlinale Talent, Tokyo Talents and Locarno Filmmakers Academy. Whether the Weather is Fine is his feature film directing debut and had its world premiere at Locarno in 2021.
